In general no - having only one bidder on a public job like this is not a good situation.Then again having to make these repairs in an emergency situation is not optimal either.The only consolation is the fact that this group did successfully manage the Marquette Interchange project about as well as one could have hoped for.
if they can fix this with that kind of repair . .. do they really need to spend $2 billion to rebuild the whole thing? somehow I think not.
