For Milw to get sensible planning, it's gotta defect.<BR/><BR/>I'm more encouraged by Ald Murphy's recent comments about revisiting Milwaukee's withdrawal from SEWRPC.<BR/><BR/>Have either the Council and Board introduced files to study/advance withdrawal?
