Unless I am interpreting the linked article incorrectly, am we to understand citing the Madison car-speed train station by Monona Terrace is going to cost $13 million less than at the airport?

If it is going to be cheaper downtown, why was it ever proposed to put the station at the Airport?
How stupid and a waste of everyone's time was that?
Also, if this is actually ever build and put into service, I might go visit this if only to see what a 'porter' looks like. Don't think I have ever seen one in all my travels throughout my lifetime.
