However I don't think you have to read between the lines to understand what the position of the City of Milwaukee's Water Works is on this issue: Carrie Lewis, with marching orders from Mayor Tom Barrett, is to sell City of Milwaukee water to raise revenue for the City. That is obvious based on the actions thus far.
