Earlier, the U.S. Department of Housing and Urban Development found WEDC had spent nearly $10 million in federal funds without legal authority. Top WEDC officials knew about the concerns but didn't tell the agency's board.- - but does not once mention the name of the Wisconsin official who proposed, touted, picks its board members and chairs it:
