Water's Value To Be Studied: Milwaukee Had Considered Such A Study, No?

Looks like an interesting approach coordinated at a Michigan University.

...states and provinces can’t manage their water resources wisely until they understand how water moves through the watershed, the minimum water levels needed to sustain ecosystems, and how water is used by the region’s economy. To comply with the provisions of the Agreement and Compact, the states and provinces must determine whether a proposed new withdrawal and consumptive use may have a significant adverse impact to the water resource and whether the proposed use is reasonable considering economic development and environmental protection. 
Wasn't Milwaukee going to underwrite such a study prior to selling water outside of the Great Lakes Basin?

At least it was under consideration in 2008, and I think I remember an RFP went out with unsatisfactory results, was not rebid and the Water Works was to complete some sort of study.

A moot point if Waukesha buys water from Racine or Oak Creek.

I am pessimistic based on the St.Mary's river recommendation.
